海洋是人类生存和发展的基本环境和资源宝库，是世界各国进入全球经济体系的重要桥梁。随着社会经济的高速增长，陆域资源、能源和空间的压力与日俱增，人类已将社会经济发展的视野逐渐转向资源丰富、地域广袤的海洋世界。中国是海洋大国，在海洋上有广泛的利益和权利。随着中国开放型经济的形成，海洋的战略地位日益突出，海洋经济对国民经济和社会发展的支撑作用也越来越明显。
海洋经济已经成为推动国民经济发展的有力引擎。随着海洋科技进步，海洋开发逐步向深度和广度拓展，已发展成为一个不断增值扩大的新经济领域。中国海洋产业已形成较为完整的产业体系，包括海洋渔业、海洋油气业等12类主要海洋产业以及海洋科研教育管理服务业。2此外，海洋经济已经高度渗透国民经济体系，其长足发展有力带动了钢铁、机械、有色、石化、轻纺、建材等多个部门发展。

刘容子，女，1960.11出生。现任国家海洋局海洋发展战略研究所海洋经济与科技研究室主任，研究员。长期从事海洋经济、海洋科技研究，主持完成10多项国家级重大项目研究，出版专著多部，发表论文数十篇，多次荣获海洋创新成果奖、中国发展研究奖等奖项。
