为了方便外交、司法、公安、安全、海关、军队人员以及法律工作者，在反恐司法实践工作和法律研究中了解国际反恐怖主义立法的现状及其发展，我们搜集并编辑了这本反恐国际条约汇编。《国际反对恐怖主义公约汇编》采用中英文对照方式，按照相关国际公约所涉领域及出台时间顺序编排，以期读者能对有关国际公约的约文及其发展有所了解，同时也能与中文译文有一个比较，从而对国际社会在反恐方面的立法脉络有比较清晰的把握。

中国政府反对和谴责一切形式的恐怖主义，反对以恐怖主义手段进行政治斗争，坚持采取严厉措施打击我国境内的恐怖主义组织，坚持国家经济社会治安综合治理预防并消除滋生恐怖主义的土壤，坚持通过国际平等合作共同合力预防和打击国际恐怖主义。中国政府分别加入联合国和其他国际组织通过的反恐怖主义公约，特别要提及的是，2001年6月15日中国和上海合作组织其他成员国一道，在上海制定了《上海合作组织成员国关于打击恐怖主义、分裂主义和极端主义的公约》，这一公约已经我全国人大常务委员会批准于2003年3月29日生效，成为*能体现中国关于恐怖主义的法律标准和打击恐怖主义的政策取向的国际公约。
　　2014年我国云南、新疆等地相继发生了多起暴力恐怖袭击事件，再次给我们敲响了恐怖袭击的警钟，同时也给我们提出了全面反思国家公民社会治理制度、“防恐”“反恐”“打恐”战略政策、刑事司法制度以及反恐国际合作政策措施的新契机。我国关于恐怖主义的国内立法还需要完善，相关刑事司法制度和国际合作政策机制也亟待加强。2014年10月27日《中华人民共和国反恐怖主义法（草案）》提请第十二届全国人大常委会第十一次会议审议。相信该法的制定将会进一步推进我国相关刑事司法制度和国际反恐合作机制的完善和发展。
